For a first time author writing a proposal to submit to an agent or publisher can be harder than writing the book.

A proposal is a sales tool. It must be written to get the attention of the person reading the proposal.

Proposals can vary depending on the type and content of the book. The first paragraph is the most important part of the proposal, if it does not grab the interest of the reader then most likely it goes into "file thirteen" or they click the delete button.
